Pennsylvania community solar - the full stack.

Pennsylvania has no statewide community solar program yet - but HB 1155 cleared the House in May 2025. We're building the pipeline so the day rules drop, projects break ground.

Program overview

Pennsylvania remains one of the largest US electricity markets without a statutory community solar program. After years of stalemate, House Bill 1155 (and companion HB 362) cleared the PA House in May 2025, proposing a community solar program with a 5 MW project cap, prevailing-wage requirements, an LMI carve-out, and bill-credit mechanics across all six EDC territories. The bills now sit with the Senate. Cannon is positioning landowner, sponsor, and sub queues for day-one launch.

The laws & rules

What governs community solar in Pennsylvania.

HB 1155 (2025)

Authorizes a statewide community solar program, imposes duties on the PUC and EDCs, and includes prevailing-wage and LMI provisions. Passed House May 2025; awaiting Senate action.

HB 362 (2025)

Companion legislation amending the Administrative Code with related Solar for All and Energy Development Authority provisions.

Alternative Energy Portfolio Standards Act

Existing PA renewables statute (HB 501 amendments pending) provides the broader REC framework community solar would slot into.

Status reality

Until HB 1155 (or successor) becomes law, no front-of-meter community solar tariff exists. C&I virtual aggregation and behind-the-meter solutions are the current alternatives.

What Cannon does in Pennsylvania

Four services. One accountable contract.

Pipeline pre-positioning

Site control, interconnection feasibility studies, and option agreements on landowner parcels - built so they're shovel-ready when HB 1155 (or successor) goes live.

C&I + BTM bridge solutions

While the statewide program waits, we deliver behind-the-meter and large C&I solar that captures most of the same economic upside today.

EPC construction (ready)

Cannon is a 22-state EPC with active PA crews - we don't need to mobilize a new region the day rules drop.

O&M under CANOS

We already O&M PA solar assets across our service footprint - community solar will plug into the same platform.

Why we win Pennsylvania

The competitive edge - specific to this market.

Day-one execution capacity vs. competitors who'll just be standing up in PA

Existing 22-state EPC + CANOS operation - no learning curve on construction or service

Landowner option pipeline already being built ahead of program launch
