Program overview
Pennsylvania remains one of the largest US electricity markets without a statutory community solar program. After years of stalemate, House Bill 1155 (and companion HB 362) cleared the PA House in May 2025, proposing a community solar program with a 5 MW project cap, prevailing-wage requirements, an LMI carve-out, and bill-credit mechanics across all six EDC territories. The bills now sit with the Senate. Cannon is positioning landowner, sponsor, and sub queues for day-one launch.
The laws & rules
Authorizes a statewide community solar program, imposes duties on the PUC and EDCs, and includes prevailing-wage and LMI provisions. Passed House May 2025; awaiting Senate action.
Companion legislation amending the Administrative Code with related Solar for All and Energy Development Authority provisions.
Existing PA renewables statute (HB 501 amendments pending) provides the broader REC framework community solar would slot into.
Until HB 1155 (or successor) becomes law, no front-of-meter community solar tariff exists. C&I virtual aggregation and behind-the-meter solutions are the current alternatives.
