Program overview

Delaware's community solar framework - Community Energy Facilities (CEFs) - is governed by 26 Del. Admin. C. 3013 under the authority of 26 Del.C. §§ 1001 and 1014. Senate Bill 298 amended Title 26 to refine net-metering and CEF rules. Delaware is a smaller market by capacity but offers strong bill-credit economics and a streamlined PSC process. Subscription Coordinators register with the PSC and manage the customer-facing side of every project.
