Program overview
Delaware's community solar framework - Community Energy Facilities (CEFs) - is governed by 26 Del. Admin. C. 3013 under the authority of 26 Del.C. §§ 1001 and 1014. Senate Bill 298 amended Title 26 to refine net-metering and CEF rules. Delaware is a smaller market by capacity but offers strong bill-credit economics and a streamlined PSC process. Subscription Coordinators register with the PSC and manage the customer-facing side of every project.
The laws & rules
Establishes project eligibility, subscription coordinator registration, subscriber rules, and bill-credit allocation through Delmarva Power and DEC.
Amended 26 Del.C. § 1014 to refine net-metering treatment for community energy facilities and clarify subscriber crediting.
CEF size is governed by the net-metering rules tied to the host customer category - typically up to ~4 MW with a designated host meter.
PSC-registered Subscription Coordinators manage subscriber acquisition, billing, and PSC reporting on behalf of CEF owners.

What Cannon does in Delaware

Ground-mount and rooftop CEFs across Delmarva and DEC territory. Tight regional supply chain through Cannon's Mid-Atlantic operations.
Long-term operations with PSC annual reporting and Delmarva net-metering reconciliation handled in-house.
