Program overview

New Jersey's Community Solar Energy Program was made permanent under N.J.A.C. 14:8-13 after a 3-year pilot. In April 2025, the NJBPU added 250 MW of capacity (bringing annual allocations to roughly 500 MW) and adjusted the SREC-II compensation value. Projects are compensated through a combination of SREC-IIs (or successor CSI), bill credits to subscribers, and the project owner's revenue.

Permanent rules establishing project eligibility, application process, capacity allocation, and consumer protections for community solar in New Jersey.

Project size cap

Community solar projects are capped at 5 MW DC. Projects must be sited on rooftops, brownfields, landfills, parking canopies, or contaminated land - with limited greenfield availability.

51% LMI requirement

Projects competing in the LMI-designated category must allocate at least 51% of capacity to verified LMI households and provide a guaranteed 15% bill credit.

April 2025 BPU order

Expanded capacity by 250 MW, reduced the SREC-II value applicable to community solar, and extended consumer protections including standardized disclosure forms.
